來自宏都拉斯的足球男子隊隊長，2009年靠著獎學金，並憑著自己足球天賦，來台灣留學取得清大雙學位文憑，他說台灣就是他第二個家，雖然足球在台灣並不盛行，不過他想靠著自己的力量，創造像他當年一樣的「獎學金制度」，替宏都拉斯人爭取來台留學機會，目前也已經有兩校正在接洽中。

帥氣踢球，射門得分，他是宏都拉斯足球男子隊隊長Elias，替這次2022「台灣國際友誼足球賽」拍攝宣傳影片。
和泰雅族小朋友在校園裡、草地上開心踢足球，回想2009年，Elias剛到台灣憑著他足球天賦，獲得獎學金，並取得清華大學「雙學位」文憑。
影片旁白：「第二個家是他決定在這裡，開創新人生的台灣。」
當初Elias靠獎學金以及優秀表現，在台灣闖出一片天，這讓Elias萌生「創辦獎學金」念頭，希望宏都拉斯人能像他一樣善用體育長才，爭取機會來台深造。

Elias：「或部分雜費，我不知道，有些還需要討論，這樣子就能提高台灣跟我們（宏都拉斯）的連結。」
Elias透露目前已有兩間學校有意願接洽中，希望貢獻一臂之力，以「足球」為賣點讓台灣躍上國際舞台。
球評石明謹：「那我的認識足球就是最好的國際語言，然後這件事我有很深的體會，這次活動就是對於這件事情最好的一個實踐。」
透過獎學金鼓勵制，讓宏都拉斯年輕學子來台求學，成為另類的「足球外交」。
